Capital is the body fat of banking: too much is debilitating, too little is fatal. During the financial crisis, as large banks burned through their capital reserves, governments were forced to add padding at public expense.
Now one of the most consequential decisions about new restraints on the banking industry — how much more capital banks should hold in their rainy day reserves — is being decided not on Capitol Hill but far from Washington, by a committee based in Basel, Switzerland, The New York Times’s Binyamin Appelbaum reports.
The Obama administration is pursuing an international agreement to make banks hold significantly larger reserves, which it regards as essential to increase the stability of the global financial system. It wants to complete the negotiations, which are being coordinated by the Basel Committee on Banking Supervision, by the end of the year. (emphasis mine)
The world’s largest banks have responded with consternation, arguing that the proposed standards would tie up too much money that otherwise could be used for lending, a loss that would curtail economic growth.
The debate between regulators and banks is about the proper balance of growth and safety, but the implications are much broader. In fixing reserve requirements, governments are deciding how much horsepower belongs under the hood of the global economy.

The first international agreement, known as Basel I, was reached in 1988. Work began almost immediately on a revision, but the standards known as Basel II were not completed until 2004. Now officials are racing to overhaul that framework in little more than a year.
“We’re going to be pushing through this year to make sure that happens. That’s an absolutely critical part of reform,” said Michael S. Barr, assistant Treasury secretary for financial institutions.

The Basel committee is still discussing how much to increase the minimum capital requirement. The amount will depend in part on the results of a study estimating the impact of the proposals on banks, scheduled for discussion at the next meeting of the G-20 in June.

Do we really want the Bank for International Settlements (BIS) issuing our global currency
In Tragedy and Hope: A History of the World in Our Time (1966), Dr. Carroll Quigley revealed the key role played in global finance by the BIS behind the scenes. Dr. Quigley was Professor of History at Georgetown University, where he was President Bill Clinton’s mentor. He was also an insider, groomed by the powerful clique he called “the international bankers.” His credibility is heightened by the fact that he actually espoused their goals. He wrote:
“I know of the operations of this network because I have studied it for twenty years and was permitted for two years, in the early 1960’s, to examine its papers and secret records. I have no aversion to it or to most of its aims and have, for much of my life, been close to it and to many of its instruments. . . . [I]n general my chief difference of opinion is that it wishes to remain unknown, and I believe its role in history is significant enough to be known.”
Quigley wrote of this international banking network:
“[T]he powers of financial capitalism had another far-reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. This system was to be controlled in a feudalist fashion by the central banks of the world acting in concert, by secret agreements arrived at in frequent private meetings and conferences. The apex of the system was to be the Bank for International Settlements in Basel, Switzerland, a private bank owned and controlled by the world’s central banks which were themselves private corporations.”
The key to their success, said Quigley, was that the international bankers would control and manipulate the money system of a nation while letting it appear to be controlled by the government. The statement echoed one made in the eighteenth century by the patriarch of what would become the most powerful banking dynasty in the world. Mayer Amschel Bauer Rothschild famously said in 1791:
“Allow me to issue and control a nation’s currency, and I care not who makes its laws.”
Mayer’s five sons were sent to the major capitals of Europe – London, Paris, Vienna, Berlin and Naples – with the mission of establishing a banking system that would be outside government control. The economic and political systems of nations would be controlled not by citizens but by bankers, for the benefit of bankers. Eventually, a privately-owned “central bank” was established in nearly every country; and this central banking system has now gained control over the economies of the world. Central banks have the authority to print money in their respective countries, and it is from these banks that governments must borrow money to pay their debts and fund their operations. The result is a global economy in which not only industry but government itself runs on “credit” (or debt) created by a banking monopoly headed by a network of private central banks; and at the top of this network is the BIS, the “central bank of central banks” in Basel. Behind the CurtainFor many years the BIS kept a very low profile, operating behind the scenes in an abandoned hotel. It was here that decisions were reached to devalue or defend currencies, fix the price of gold, regulate offshore banking, and raise or lower short-term interest rates. In 1977, however, the BIS gave up its anonymity in exchange for more efficient headquarters. The new building has been described as “an eighteen story-high circular skyscraper that rises above the medieval city like some misplaced nuclear reactor.” It quickly became known as the “Tower of Basel.” Today the BIS has governmental immunity, pays no taxes, and has its own private police force.4 It is, as Mayer Rothschild envisioned, above the law.
The BIS is now composed of 55 member nations, but the club that meets regularly in Basel is a much smaller group; and even within it, there is a hierarchy. In a 1983 article in Harper’s Magazine called “Ruling the World of Money,” Edward Jay Epstein wrote that where the real business gets done is in “a sort of inner club made up of the half dozen or so powerful central bankers who find themselves more or less in the same monetary boat” – those from Germany, the United States, Switzerland, Italy, Japan and England. Epstein said:
“The prime value, which also seems to demarcate the inner club from the rest of the BIS members, is the firm belief that central banks should act independently of their home governments. . . . A second and closely related belief of the inner club is that politicians should not be trusted to decide the fate of the international monetary system.”
In 1974, the Basel Committee on Banking Supervision was created by the central bank Governors of the Group of Ten nations (now expanded to twenty). The BIS provides the twelve-member Secretariat for the Committee. The Committee, in turn, sets the rules for banking globally, including capital requirements and reserve controls. In a 2003 article titled “The Bank for International Settlements Calls for Global Currency,” Joan Veon wrote:
“The BIS is where all of the world’s central banks meet to analyze the global economy and determine what course of action they will take next to put more money in their pockets, since they control the amount of money in circulation and how much interest they are going to charge governments and banks for borrowing from them. . . .
“When you understand that the BIS pulls the strings of the world’s monetary system, you then understand that they have the ability to create a financial boom or bust in a country. If that country is not doing what the money lenders want, then all they have to do is sell its currency.”5
No Federal Reserve, no BIS involvement. Is it any wonder we have been screaming for the abolishen of these leeches for so long? American debt is 90.3% to GDP currently. Does anybody really think that Federal Reserve Notes are going to survive this? Are you ready for ‘global cash’?

The family of Greg Baer, Bank of America executive, is located in a jurisdiction protected by the Montgomery County Police Department (MCPD), which responded promptly to a disturbance call from his neighborhood last weekend.
According to Corporal Dan Friz, an MCPD spokesperson in Rockville, Maryland, the department received a disturbance call from one of Baer’s neighbors at 4:10 pm last Sunday. Four MCPD units arrived at Baer’s Greenville Rd. address at 4:15 pm. At least two Metropolitan Police Department units from the nearby District of Columbia were already at the scene when they arrived.
Why? Because police cars attached to the Washington MPD’s Civil Disturbance Unit had escorted theSEIU protesters’ buses to Baer’s home. Such cross-jurisdictional escort activity is not uncommon for both departments according to Friz and Metro Police Department spokesperson Officer Eric Frost. Still, the District police did not inform their colleagues of what was about to happen in one of their Maryland neighborhoods.
The Maryland officers reported there were approximately 500 protesters on and near the front lawn of Baer’s house. Montgomery County was not given a “heads-up” concerning the planned protest. Although a protest permit is technically required in Montgomery County, in practice no citation is issued if the protestors disperse when requested to do so by the owner of the private property they occupy.
The primary role of the Washington cops in this event was to protect the protesters. The D.C. officers had no authority to act to disperse the protesters even had the homeowner been present and asked them to vacate the private property. The event ended as a “dash one”– no arrests, no citations – according to Friz. The Montgomery County units left the scene at 5:29 pm.

Fascist-In-Charge Nancy Pelosi has used a procedural move to very quietly pass DNA collection legislation that, on any level, violates privacy because of the forced collection from arrestees; not convicted felons.
I had a commenter today try to say that equating Obama’s new interrogation teams to the Gestapo was silly, and he/she implied I was pretty much clueless as to what the Gestapo actually was.
Any given governmental action, in and of itself, might not raise any patriotic alarms, but when they have been placed one right after another over the past ten years, it’s hard not to see the noose tightening.
Let’s add this domino, shall we? You tell me that this isn’t the government tagging it’s property, and that they don’t consider us all to be criminals that have not yet been caught.

House votes to expand national DNA arrest database
Millions of Americans arrested for but not convicted of crimes will likely have their DNA forcibly extracted and added to a national database, according to a bill approved by the U.S. House of Representatives on Tuesday. (Guilty before being proven innocent?)
By a 357 to 32 vote, the House approved legislation that will pay state governments to require DNA samples, which could mean drawing blood with a needle, from adults “arrested for” certain serious crimes. Not one Democrat voted against the database measure, which would hand out about $75 million to states that agree to make such testing mandatory.
When the global progressives in the District of Criminals passed the Patriot Act without reading it, (setting the precedent which successive congresses have used to their advantage and our loss), I knew we were going down the dark path of warrant-less wiretapping, being held indefinitely without charges, loss of freedoms and liberties; in essence – the prelude to totalitarian government. This Climate of Fear is a quiet terrorism perpetrated against Americans by the globalists, and most people fell for it in the name of ‘security’.
The second worst President in history (after Obama-The-America-Hater) put the framework in place to build the Climate of Fear that now pervades our country. Most Americans I know watch what they say and what they write on the internet because once something hits the internet, it is eternal.
The media has abdicated their responsibility to keep the politicians and corporations accountable, and because we are Americans, the niche is being filled with citizen journalists and bloggers. The globalists cannot allow this to continue.

Harrisburg, Pa. – The state attorney general’s office has issued a subpoena threatening officials of the social networking service Twitter with arrest unless they reveal the names of two bloggers who have been critical of Attorney General Tom Corbett and his public corruption investigation.
The subpoena orders Twitter’s custodian of records to provide “any and all subscriber information” pertaining to the accounts “bfbarbie” and “CasablancaPA,” including name, address, contact information, creation date, and Internet protocol address.
The accounts have criticized Corbett’s use of grand juries, suggesting he used the investigations for political gain and to go after political opponents.
The Twitter representative was supposed to appear before the statewide investigating grand jury on May 14 to “give evidence regarding alleged violations of the laws of the Commonwealth of Pennsylvania.” The court document does not specify what crime is being investigated. (emphasis mine)
The subpoena, issued May 6, further states that failure to attend may result in an arrest warrant for contempt of court. It is not clear whether Twitter has turned over the information.
Vic Walczak of the American Civil Liberties Union told Pittsburgh’s WTAE-TV that the court action “raises grave concerns about abuse of the grand jury process to retaliate against political critics and opponents.” He said Americans “have a right to criticize government officials and to do so anonymously.”
Corbett, who won the Republican nomination for governor Tuesday night, told the television station that he doesn’t have any problem with people criticizing him on Twitter. He refused to discuss the nature of the subpoena, however, stating that the investigation prevents him from discussing the matter.

“It’s a perverse use of eminent domain,” says Brian Rainville. “There is no public good here.”
He stood on a green field, filled with alfalfa and grass, on the gentle rolling hills of his family’s Franklin, Vermont farm… just steps from the Canadian border. He says the barn dates back to 1800, and the land is on the national registry of historic places. But Brian’s family, who have been dairy farmers here since 1946, may not have the land much longer. The United States Government says it needs 4.9 acres of the family’s property to help protect national security.
The Rainville farm sits on the Morses Line border crossing, a sparsely used two lane blacktop with an aging Customs and Border Protection building that the Department of Homeland Security wants to modernize and expand. The agency plans to use stimulus funds to build a new $8 million dollar, multi-lane complex, and says it needs the nearly five acres of the Rainville’s farmland to complete it.
The Rainvilles say the project will put their farm out of business. With the farm losing money, every inch of land is needed, especially the land they use to grow hay to support their cows for the production of milk.
“We are in a good fight here,” says Brian, “This has been a good living for three generations. We are only the third family in 200 years to own the property, and the thought that our own government is going to destroy us! This has been our American dream for a century, it can’t end that way,” he says sadly.

BEIJING, May 20 (Reuters) – Europe’s debt crisis has laid bare the fragility of global finances and the United States, too, must tame its fiscal deficit, a senior Chinese official said on Thursday, spelling out Beijing’s concerns before talks with Washington.
With China facing U.S. criticism for yoking its currency to a de facto dollar peg, Assistant Finance Minister Zhu Guangyao shifted attention to Beijing’s own worries about the euro zone’s woes and Washington’s rising indebtedness, ahead of the two countries’ Strategic and Economic Dialogue next week.
China wants “quiet discussions” about exchange rate issues, and loud lobbying will only delay movement on the yuan, Zhu told a news conference.
“External pressure and noise will do nothing but slow the reform process,” he said of the yuan exchange rate.
The global economy’s priority should be to steady financial conditions in Europe after Greece’s debt crisis, Zhu said. The United States also needs to control its fiscal settings, he said.
“The European sovereign debt crisis is a challenge not just for the countries that are party to it, such as Greece. In fact, it is a challenge to the stability of the entire international financial market,” he said.
“We have noted that President (Barack) Obama and Treasury Secretary (Timothy) Geithner have stressed they are paying attention to the problem of the excessively high U.S. fiscal deficit”, Zhu said, noting that it was also “a matter of concern to China.”
“We hope that the U.S. fiscal deficit will fall as a proportion of GDP as the economy recovers and reach a sustainable level,” said Zhu.
