This is precisely what needs to be done with SS. They need to put these liabilities back on the books, put the amounts contributed by each individual in current dollars into a private funds, and cut people loose… then just end the thing and replace it with the private investment funds.
This would be infinitely better than the current Ponzi scheme… and obviously more honest and truthful.
