Cap-abd-tax was defeated yet he blithely says "there's more than one way to skin a cat" and sets the EPA, accountable to no one, out on a mission to promulgate by administrative fiat what couldn't be done by a vote of the people's representatives. He's a man of the mist, his past clouded in ambiguity and blocked records. He needs to be impeached and impeached soon if this country is to survive as a democracy.
