I think you are correct but I haven't found any evidence yet. However I keep thinking back to the Dubai deal on the ports that went South and all roads lead to the Mideast. Watch out though interestingly enough there is a Spanish company that owns many of our country's toll roads. That maybe another of the people playing with our stock market!
